o Everything from the assembly must pass through the security council and p5 for approval o For any resolution to get to the P5 it must have 9/15 from security council and zero vetoes Countries can abstain from voting. If everyone wants it but us we won’t veto it we just won’t vote Big action does not happen at the UN o Veto’s protect interest o All 5 members must agree on the head/ UN Secretary-General This person is always from a smaller neutral state African state is a good example, South Korea, Burma Same with all legislation The P5 having all the power o Not representative of population Or economic/ political power o Why do they have all the power? Talk of redistributing power o 5 countries tagged as possible new members in Permanent Positions Germany – huge economy Japan India – huge population Brazil – economic power - continent vote South Africa - economic power and continent vote o Who would say no to this? USA Will vote for Germany and Japan right now Germany sits in on almost every important vote as it is o P5+1 – is always Germany China NO Japan – still mad about WWII Meh India – friction and competition Why would you want to dilute your power? Possibly none of the p5 would allow anyone to join Very little gets done as it is if more members join with veto power then even less will get done

5 more would make 10 and likely NOTHING would get done even though it is more representative UN: P5 Playas & Haters Working with and against each other for 60-70 years…. With 10 other members to keep the peace world wide Members o USA o UK o France o China o Russia Security council p5+10 others Veto Power These 3 things MUST be approved by the p5 o Establishment of any UN peace keeping operations o International sanctions o Any real military actions Who works together? o USA and UK – Team West Almost always support each other o Russia and China – Team East Usually support each other o France – Wild Card Usually cozy with Team west but not always They are middle ground USA, UK, Russia, and China o Most often where the decisions come from The split between teams was big in the cold war and vetoed the other’s no matter what o Virtually nothing has gotten done What have they agreed to do?
