Basics ofSubcontracting SBCs vs OTSBs Sm all Business Concerns (SBCs) vs Ot herThan Sm all Businesses (OTSBs) As a DoD Best Practice, use of small business participation commitment documents (SBPCD) ( formerly small business participation plans ) enables the Government to determine how companies have complied with FAR 52.219-8 for similar work, and also provides a means for companies to propose new participation requirements per the solicitation. SBPCDs apply to both SBCs and OTSBs .
