clause as the former deals with the inter-relationship between the law enforcement professionals of the states and the federal government whereas the latter deals with the inter- relationship between the law enforcement professionals of the states and the citizens of the United States. Despite all these binding provisions that ensure the proper enforcement of laws, some flaws are always there in the system when there is no one to govern the professional and the professional has to make his own decision.
