The members believed that to takeover a country and people was  to take away the rights of the Declaration of Independence and  the Constitution - In Feb. 1899 they failed by 1 vote to stop the ratification of the  expansion of the Spanish treaty - The attention went from the Philippines to China, but the US  didn’t want to expand, just protect interest in foreign markets,  which greatly increased after the depression of 1893 and US  production up more than consumption - The company was organized to promote trade and railroad  investments in China - Other countries, like Russia, were also pressuring China into  getting some control over the land and getting a 25-year lease on  a Manchuria region to build railroads - In 1897 Germany got a 99-year lease on Chaozhou port and  mining and railroad rights - In Sep. Sec. of State, John Hay asked European powers in China  to open their spheres of influence to all nations, w/o privilege - Washington hoped that this kind of imperialism would fit better w/  laissez-faire - Due to the hate for foreigners in China, this group went through  China, killing thousands of foreigners as well as Christian  Chinese -
