According to Mearsheimer ideologies, Barack Obama’s leadership was an illustration of the working of a hegemon ( Wigell 2016: 136). To begin with, Obama championed open and free trade as well as democratic rule in various regions around the world. In particular, he ratified economic treaties including Investment Partnership, Transatlantic Trade, and Trans-Pacific Agreement, which were concrete steps in promoting free trade and stabilising economic order. According to scholars of international relations, NATO and IMF are representations of institutional expressions of pre-existing, liberal-democratic Western security community. Nonetheless, other than just representing a particular society, these institutions have often engaged in power-filled practices of constructing “the West.” At the core of these practices lie processes of collaborative (re)imagining of the West besides the depiction of internal conflicts as feuds in a community united by similar values ( Destradi 2010: 911). Currently, the task of managing inherent disagreements has been complicated by radical political factions in several nations like the United States, which has culminated in its perpetual frosty relationship with NATO. On the other hand, the US supports IMF given that it has made the dollar a currency of last resort. This gives the US a hegemonic rank in the global financial ecosystem. Since all currencies relate to the dollar, every country has a reserve of the dollar and as such, the US

International Relations 7 economy is of international interest and any crisis in the country could jeopardise the global market ( Lind 2018: 1) . By facilitating foreign trade through the WTO and IMF, the United States is at a strong geopolitical position since it is a provider of public goods (American dollar). This gives the US the power to oversee global monetary systems and sanction other states in case of nonconformity. As outlined in the previous sections, hegemony pertains to the economic and political dominance of a state to others using different types of powers. In a capitalistic universe, for a nation to gain the status of a hegemon, it has to impose its worldview and culture on another state. As such, becoming a hegemon has nothing to do with the use of military power or violence given that the targeted society is unrestricted from copying the values of the powerful state ( Sala, 2018: 1). Following the conclusion of World War II, the US emerged as an advocate of democratic ideals and liberalism, which allowed it to impose its consent-based hegemony on Western and developing nations. In addition to America’s ideological discourses, global institutions like the IMF, NATO, and UN have been essential in sustaining the United States’ hegemony. Global hegemonies have risen, fallen, and evolved; however, their benefits are encapsulated in a cluster of five principles. The leading focus is openness. Exchange and trade in view of Servillo & Van Den Broeck (2012) are components of the modern society and the gains and relations that emanate from integration and deep engagement encourage political progress and peaceful coexistence (45).
