School heads/ Principal. Result of the study may enable them to discover the level of competencies of their teachers in teaching TLE subject. Hence, it would be the basis of sending their teachers to attend trainings and seminars on their major field of specialization. Department of Education. The department could be provided information on the specific competency requirements that are not met for an effective TLE learning. Future Researchers. They could use the results of the current study as springboard for further researches on improvement of teacher performance on other subjects.
10 Scope and Limitations of the Study The study was limited to the TLE teachers in the Province of Capiz, during the school year 2017-2018. The study used the mixed research method, which employed both quantitative and qualitative methods. The quantitative method used was descriptive – correlational. Descriptive research explains present existing conditions. In this type of research, data would collected to test the hypothesis or answer questions concerning the current status of the subjects under study (David, 2005). The respondents’ total sample size for each school was determined by the use of the proportional allocation formula. In data gathering, this descriptive research utilized the questionnaires consisting of competency of TLE teachers. The frequency, percentage and mean were the descriptive statistical tools, and the t-test and f-test were the inferential statistical tools used to analyze and interpret the gathered data. 11 For clarification and understanding of this study, the following terms used in this study were given their conceptual and operational definitions: Competency refers to a set of defined behaviors that provide a structured guide enabling the identification, evaluation, and development of the behaviors (White, 2009). In this study, it referred to the ability of a teacher in teaching TLE subject based on some modifications on “generic competencies” by the Ministry of National Education of Turkey (2006), which generates the six main competencies of the study such as: 1) Personal and Professional Values- Professional Development, 2) Knowing the Student, 3) Learning and Teaching Process, 4) Monitoring and Evaluation of Learning and Development, 5) School-Family and Society Relationships, and 6) Knowledge of Curriculum Content. This serves as basis in measuring the competencies of teachers. Performance/Individual Performance Commitment Review Form refers to the measurement of the performance of the TLE teachers ( school year of 2016-2017 rating of the TLE teachers were used. Technology and Livelihood Education refers to the learning areas of the Secondary Education Curriculum in Philippine secondary schools. Its component areas are Home Economics, Agri-Fishery Arts, Industrial Arts, and
12 Information and Communication Technology (DepEd Memo no. 399 S. 2009). In this study, it referred to the subject taught in K to 12 Education Curriculum in DepEd CAPIZ Division and Division of Roxas. Socio-instructional Development refers to the develop oneself and skill sets to add value for the organization and for career development, including the methods and procedures in the implementation of the training program in this study.
