It has been found that an effective EIA may; i) Provide an opportunity for public scrutiny and participation in decision-making; ii) Introduce elements of independence and impartiality; iii) Facilitate better informed judgments when balancing environmental and developmental needs; iv) At the international level, it may alert governments and international organizations of the likelihood of trans-boundary harm; v) Contribute to the implementation of national policies on sustainable development and precautionary action. Both State and international practice have shown that prior EIA is a necessary part of the obligation of transboundary co-operation. Without prior assessment there can be no meaningful notification and consultation in most cases of environmental risk.
