This fact requires DDOT and any other District agencies to be controlled by both local and federal regulations. Of the 1,100 miles of streets, interstate highways and neighborhood streets, 400 miles are federal miles and 700 miles of local miles (DDOT, 2019). The District Departmentof Transportation is an organization comprised of four internal administrations. The four internal administrations are Project Delivery, Operations, Administrative, and Performance. There are over fifteen divisions total under the combined administrations. The mission of the District of Columbia government's Department of Transportation (DDOT) is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment. (DDOT, 2019)Vision Statement:The District Department of Transportation (DDOT) is committed to achieving an exceptional quality of life in the nation’s capital through more sustainable travel practices, safer streets and outstanding access to goods and services. Central to this vision is improving energy efficiency and modern mobility by providing next generation alternatives to single occupancy driving in thecity (DDOT, 2019).Government transportation revenue comes from user taxes and fees, such as gasoline taxes and tolls, air ticket taxes, and general revenues, as well as income from investing transportation fundsand receipts from fines and penalties. The most recent data regarding revenue collected for federal, state, and local transportation programs totaled $355.7 billion dollars. A little over half ofthe revenue $183.6 billion came from taxes and charges imposed on transportation related activities. The remaining $172.1 billion came from non-transportation related activities that support transportation programs, such as state or local sales or property taxes used to finance transportation projects (Government Transportation Revenues and Expenditures, 2019). 4 | P a g e
DDOT collects revenue for various services rendered for/on behalf of private entities for special events. Additionally, DDOT generates revenue from programs such as Performance Parking Program, Bicycle Sharing, Parking Meters, Pay by Cell, and the DC Circulator Bus. Revenue collected is used to fund DDOT initiatives and programs (See Attachment A). Current Environment ConditionsDDOT’S mission, vision and objectives address the current environment conditions of the transportation industry as well as looking for innovative ways to enhance the quality of life for District residents. DDOT aims to achieve an exceptional quality of life in the nation’s capital through more sustainable travel practices, safer streets and outstanding access to goods and services.
