completion of the corresponding higher-leveldeliverables. Different deliverables can have different levelsof decomposition. To arrive at a work package, thework for some deliverables needs to be decomposedonly to the next level, while others need additional levels ofdecomposition. As the work is decomposedto greater levels of detail, the ability to plan, manage, and control thework is enhanced. However, excessive decomposition can lead to nonproductive management effort, inefficient use of resources, decreasedefficiency in performing the work, and difficulty aggregating data over different levelsof the WBS.Decomposition may not be possible for a deliverable or subcomponent that will be accomplished farinto thefuture. The project management team usually waits until the deliverable or subcomponent isagreed on, so thedetails of the WBS can be developed. This technique is sometimes referred to as rollingwave planning. The WBS represents all product and project work, including the project management work. The total of theworkat the lowest levels should roll up to the higher levels so that nothing is left out and no extra work isperformed. This is sometimes called the 100 percent rule. For specific information regarding the WBS, refer to thePractice Standard for Work BreakdownStructuresSecond Edition [7]. This standard contains industry-specific examples of WBS templatesthat can be tailored tospecific projects in a particular application area.5.4.3create WBS: outputs5.4.3.1Scope BaselineThe scope baseline is the approved version of a scope statement, work breakdown structure (WBS),and itsassociated WBS dictionary, that can be changed only through formal change control procedures and isused as abasis for comparison. It is a component of the project management plan. Components of the scopebaseline include:Project scope statement. The project scope statement includes the description of the project scope, major deliverables, assumptions, and constraints.
WBS.The WBS is a hierarchical decomposition of the total scope of work to be carried out by theprojectteam to accomplish the project objectives and create the required deliverables. Eachdescending levelof the WBS represents an increasingly detailed defiof the project work. The WBS is fibyassigning each work package to a control account and establishing a unique identifi for thatworkpackage from a code of accounts. These identifi provide a structure for hierarchicalsummationof costs, schedule, and resource information. A control account is a managementcontrol pointwhere scope, budget, actual cost, and schedule are integrated and compared tothe earned value forperformance measurement. Control accounts are placed at selectedmanagement points in the WBS.Each control account may include one or more work packages, but each of the work packages shouldbe associated with only one control account. A controlaccount may include one or more planningpackages. A planning package is a work
