The study makes use of three case studies in order to provide an in-depth analysis of how the incapacitation of local government leadership negatively impacts implementation of the government turnaround strategy and service delivery outcomes (Meyer & Venter, 2014). The case study method enables exploration and understanding into the variety of experiences, perceptions and attitudes of participants on social, economic and political issues affecting their lives (Isaacs, 2016 and Yin, 2004). In addition, the research methods have been triangulated to allow for the application of statistical and non-statistical information in data analysis to improve validity and reliability of the results and conclusions of the study. This thesis will follow an exploratory process. It is a pragmatic research informed by the researcher’s strong interpretivist position with a lesser extent of positivism approach. The study is therefore within the domain of mixed methods as it blends quantitative and qualitative research methods; which is helpful when a researcher wants to use both numerical and qualitative data to solve real world problems (Creswell, 2009). The scientific contribution of this study lies in its ability to enhance understanding of the dynamics that impact on local government leadership and the political system in the implementation of the local government turnaround strategy. At higher level, the study recommends a context-specific transformational leadership capability model and redress of the current political systems for local governance, accountability and oversight to improve the readiness and competencies of local government leaders to enable a responsive, effective and efficient local government turnaround strategy implementation (Tshefu, 2014; Ahmed, 2016 & Shai, 2017 ). 4

1.2.3 The research questions 1.2.3.1 To what extent is local government leadership and the political system enabling implementation of the local government turnaround strategy? Null hypothesis is that local government leadership capacity will improve local government turnaround Research hypothesis is that local government turnaround failures are a direct result of poor local government leadership and unstable political system. Proposition is that capacity building for local government leadership and improved political system would yield positive effects for local government turnaround 1.2.3.2 How is the leadership and the political system of governance having impact, if any, or influence on the implementation of the local government turnaround strategy, and what steps have been taken to improve the relationship? Null hypothesis is that there is no difference between leadership and political system in determining local government failures Research hypothesis is that poor leadership has adverse impact on turnaround strategies and unstable political systems contribute to negative influences. Proposition is that a redefined local government political system and quality leadership with prerequisite qualifications would improve local government performance.
