Florida Department of Law Enforcement has on its official website described the basic policy that is followed to control and keep the law enforcement professionals working in an ethical manner. The policy says that Law enforcement efficiency depends upon community confidence and respect. Conduct which defies this confidence and respect is unfavourable and should be prohibited for the public interest. The policy of the Department is to explore state of affairs signifying an officer engaged in inappropriate conduct, and impose punitive action when apposite. They have mentioned some rules that are must for the law enforcement professionals to follow. These include rules which restrict police officers to exceed their authorities. It restricts them to do their duty with irrationally and impartially. It defies them to have alcoholic beverages and chemical substances that affect their senses. They are constrained to obey their seniors and exercise reasonable courtesy with them. They are defied to use their position for their own personal benefits. The department has mentioned several of such rules that constrain these law enforcement professionals. The constitution too has several such clauses and provisions that direct law enforcement officers or agencies to act in a particular ethical manner. 3 In the United States Constitution, under Article IV, Section 2, Clause 1, also called as the Comity clause or the privileges and immunities clause states that the law enforcing professionals of a state cannot treat the citizens from another states in a prejudiced manner. This in a way prevents the citizens of the United States to be ill-treated by the professionals of other states when they are moving from their state to another state. The Fourth Amendment The Bill of Rights includes the Fourth Amendment to the United States constitution which saves the citizens against unreasonable seizures and searches. This also makes it compulsory for the officials to carry judicially sanctioned warrants and should be supported by a probable cause. The amendment was a result of embellishments on the persistence, which was rhetorically convincing, though historically had no foundation that government cannot invade on the private properties of the individuals (Leonard; 1999). The Fourteenth Amendment The fourteenth amendment to the constitution with the help of its three clauses protects the rights of people. Moreover, it is with this amendment that Black people got the right to be citizens of the United States. It defies the court to deprive persons of liberty, life or roperty without any just cause (McDonald; 2010). The fourteenth amendment to the constitution restricts any state to make a law that harm the privileges and immunities of the citizens of the United States.
