In addition, nurses can in cooperate the “three legs” of lobbying to reinforce the success of policy making. Nurses must be more aware of the grassroots campaign to be more effective in bringing changes through support of lobbying by becoming members of the organization that are in support to bring about change. The grassroots campaign is made up of a nurse, health care workers, including doctors that want to see the decrease in the spread of HIV in the District of Columbia. To see results the success of lobbying involves timely access, member’s organization, and outreach (Lanier, 2013, p. 54). Leg one describe lobbying as the act of influencing. This kind of lobbying often requires someone to represent special interest and changes needing to be implemented (Lanier, 2013, p. 53) Leg two describe grassroots lobbyist as individuals who has the ability to elect officials through their vote (Lanier, 2013, p. 54). Campaign members usually communicate by written, email, phone calls, face to face, media interview and fax message to get the message out about the propose policy change (Lanier, 2013, p. 55). These avenues of campaigning could bring changes to policy and procedures for consent and disclosure to HIV testing.

HEALTH ADVOCACY CAMPAIGN 8 Raising money for lobbying is often a source of discomfort, however it is important to invest in changes in current laws. Nurses and grassroots members need to raise funds to support political candidates that are seeking changes. Campaign are usually funded by monetary gifts and donations. Development Assistance for Health and the Global Alliance for Vaccines and Immunization are some of the organization supporting HIV/AIDS cause ( Ravishankar, Gubbins, Cooley, Leach, Michaud, Jamison, & Murray, 2009). Funding from these organization would raise awareness for the campaign effort. Ethical Dilemmas The most detrimental ethical dilemma for the District of Columbia is the test-and treat, related to obtaining a special inform consent prior to testing. The situation does not allow for privacy and individuals fear for discrimination. The campaign vision is to increase screening across the District which is inoculated with the disease providing immediate treatment and counselling to HIV positive individuals and their partners. Staff members would provide pre counselling to discuss disease transmission, treatment plans, and disclosure to partners. Disclosure of an HIV positive result can create an ethical dilemma. When an individual is screen and tested positive in the Emergency department the requirement of the disclosure to sexual contact should come officially from the emergency hospital doctors. Some states still leave it up to the infected party to inform their sexual counterpart. There is no guarantee there will disclose their status, leaving to the spread of HIV/AIDS.
