Guerra 5 Renee Guerra Mrs. Geraldine Cunha-Herbert ENGL 1035 18 October 2016 Research Topic: The Merits and Demerits of taking the Belize Guatemala Territorial Dispute to the ICJ. The Reporter News Paper. "No to COLA and Yes to ICJ." The Reporter News Paper . The Reporter News Paper, 04 Jan. 2013. Web. 19 Sept. 2016. This article is a rebuttal of the position put forward by COLA that the dispute should not be referred to the ICJ for resolution. It briefly chronicles attempts to resolve the dispute through diplomacy, mediation and negotiations. All such attempts have failed. It further explains that the COLA position that Britain should resolve the matter with Guatemala is not an option since Britain has already indicated to Belize that the country must resolve the issue on its own. Further discussion of failed negotiations are laid out and it labels COLA’s call for continued negotiations as absurd. It states that the ICJ option is the best route to resolution of the dispute and that international legal experts have indicated the strength of Belize’s legal position. Further discussion of the COLA position is discussed and exposed as being uninformed and lacking in substance. It recommends that the organization conduct proper research to support its position. This article will be used to support the ICJ case by pointing out errors in the arguments of those opposed to the ICJ option.

Guerra 6 Renee Guerra Mrs. Geraldine Cunha-Herbert ENGL 1035 18 October 2016 Research Topic: The Merits and Demerits of taking the Belize Guatemala Territorial Dispute to the ICJ. Bennett, Hilairé. "Belize Is Independent; No Need for the ICJ." The Belize Times . The Belize Times, 19 Sept. 2015. Web. 19 Sept. 2016. This article starts with a brief outline of the events leading to Belize’s independence. It points out that the proposal to take the Belize-Guatemala dispute to the ICJ for resolution is a very contentious issue. Belizeans are divided on the issue and the government and its supporters are strongly in favour of the option and that the legal opinion of several eminent international law practitioners indicate that Belize has a strong case to present. Despite the opinions offered by these scholars, the article proposes an alternative means of dealing with the differendum. The article then proceeds to highlight the importance of the concept of self-determination in Belize maintaining its sovereignty without the ICJ intervention. The article asserts that the Belize’s independence is assured by all international agencies from the UN to the Commonwealth. The basic thesis is that there is not any need to have the matter adjudicated by the ICJ. The article basically addresses the options to address the ICJ issue from a legal perspective.
