Emergency Support Functions: Communications Having a stable communications system is one of the most important emergency support functions of a community and there needs to be a plan in place that dictates who is in charge of what aspect and how those plans will be implemented in the case of an emergency. Communications is not just having phone lines up and running but relates to all avenues that governments use to communicate with one another and their communities.
