that there was not enough outside involvement which contributed to the decline. He is also a
second year teacher that is in the school district. His participation and insight could mean a
difference in the high turnover rate of new teachers. Meredith Watson is a former teacher with
the school district. She has long known of the waste in the system. She is well aware of the
parents desire to be involved. These candidates most effective because they are well aware of

what each entity wants and needs. For the most part they notice that there are problems and they
need to be addressed and acted upon. The dilemma of heuristics and biases are heightened when
a body of individuals are collectively undergoing the decision making process. The difficulties of
coordination as well as teamwork pose the invoking of team decision making only at the point
when pooling information can bring about exceptional decisions as opposed to individual
decision making. The least effective for this team is Duane Hardy. He has been the principal for
15 years as the Bureaucracy grew more complex. Victoria Adams, the Superintendent, feels that
the schools need more control in making decisions and starting programs as opposed to the
parents and communities; which will effectively limit and/or restrict them. Mason Dupree, has a
bias that the only thing that the schools want is more money to give raises to people that do not
deserve them. Victor Martinez, though with the Woodson Foundation for 10 years, expresses
flaws in the system, unlike Meredith Watson, has no apparent experience in the school district,
which can be useful.
