Attacks can be expected from guerrilla strikes on major urban centers, especially Saigon. Our intel analysts have said that these attacks could be launched, at any place and anytime, to test the President’s resolve in supporting that the SVA take the lead in defending the government in Saigon. As for the political implications, the NVA and VC are attempting to paint the government of South Vietnam as not being able to defend the country by themselves.4The reports that the South Vietnam government and their armed forces are not able to defend their homeland are nothing but embellishments by the Communists. They are presently ina very solid position and we are continuing the effort to enhance their offensive and defensive capabilities.
