The world made by God must necessarily be “the best of all possible worlds.” Such a belief, Voltaire thought, prevented people from fighting the evils in the world. Like Montesquieu, Voltaire admired England’s constitutional monarchy and separation of powers. In his view, law governed the English people, not by the arbitrary wishes of a single ruler. Ideal Government Voltaire was especially concerned with freedom of thought and expression. He championed religious tolerance. Voltaire also spoke out for the right of free speech. “I disapprove of what you say, but I will defend to the death your right to say it.” Rousseau believed that the only good government was one in which the people directly ruled through voting (direct democracy). He wanted government to be guided by the “general will” of what the people want, and that education could be used to make sure people learn to vote for good things. Rousseau believed in a much broader democracy than Locke had promoted. He argued that all people were equal and that titles of nobility (such as King, Lord, Baron, Knight, Sir, etc) should be abolished.
