Analyzing the Policy 3 The official Players for this act would consist of President Barack Obama, his Cabinet, Congress and Secretary of the Department of Education, Arne Duncan . In addition, each state and its department of education would be considered and official player. These are official players because “their responsibilities are sanctioned by laws or the Constitution, and they therefore have the power to make and enforce policies. The legislative, executive, and judicial branches are official players.” (Birkland, 2011) President Obama is an official player because education is apart of his platform and the federal governemt has some responsibility in balancing the educaiotion budget. He has the authority to accept or deny bills that congress has drafted or revised regarding education. Congress has the responsibiliy to create and review bills, then and vote for them to be imlemnted. The Secretary of the Department of Edcation, Arne Duncan, is responsible to dissiminate the new polices to the various state Boards of Education. The Secretary of the Department of Educaiton is also responisble in making sure the states are in compliance with policy. Assuring compliance of SSA calls for the school districts to “Annually measure the academic achievement of all public school students against the state’s academic standards” (THE STUDENT SUCCESS ACT (H.R. 3989), 2012). Also “Annually evaluate and identify the academic performance of each public school in the state based on student academic achievement, including the achievement of all students and achievement gaps between student subgroups” (THE STUDENT SUCCESS ACT (H.R. 3989), 2012). Lastly if reports show that there is a performance issue they school district needs to present “ a school improvement system implemented by school districts that includes interventions in poor performing Title I schools” (THE STUDENT SUCCESS ACT (H.R. 3989), 2012).
