The California and Federal government understand that higher level of the measures for prevention and disaster management on wildfires are necessary than it had previously before the occurrence of the incidents. Some of the measures include expanding the California Department of Forestry and Fire Protection (Cal Fire) air fleet. Other measures are focused on building to ensure better design and be fire proofed and vegetation management. The suggested measures are based on preventing fire spread and causing massive destruction of properties or death. In other words the measures focus on how future occurrences would result and how the scope of the damage could be controlled. The occurrence of the 2018 California wildfires and the severe damages they caused is an illustration of the misguided priorities in the policies. The public agencies policies take a reactive posture (fire suppression) over proactive stance (fire prevention and active management). The approach to preserve land in its natural state led to the growth of fuels and the result is horrific

FIRE MANAGEMENT STRATEGIES 4 fires. The little emphasis on fire prevention is a key limitation on the fire disaster management within the country. Worldwide there is key strength in policies focusing on wildfires from the perspective of climate change. The policies focus on the measures to prevent the interplay of weather, topography and fuel for ignition and spread of fire events (Moritz et al., 2012) . However the level of implementation of the policies by both governmental and non- governmental agencies is low. The lack of global wildland fire management legislation is a critical limitation in the implementation of these policies. The occurrence of California 2018 wildfires was a critical disaster since Fire disaster management efforts were mainly based on fire suppression (reactive posture) over fire prevention and this limitation led to the loss of lives, destruction of structures and scorching acres of land. Strategies Used to recover from the 2018 California Wildfire Incident Both federal and state agencies worked to coordinate resources, to assist the survivors and to ensure that all the affected communities began the long road of recovery. With most of the wildfire persisting for more than 2 weeks resources were coordinated to put off the fire which were spreading horrifically in all the neighborhoods. The emergency operations worked 24/7 to ensure that the situation was contained maximally (Richards, 2019, July 25) . All the operations were coordinated on the state emergency operation centre receiving updates on the firefighting efforts. The centre was activated to the highest levels and the local, state and federal emergency response officials collaborated to ensure that solutions to the various problems were established.
