They have lived in an environment where they were made to feel that they are inferior to whites and do not deserve great things in life. This quest to greatness is what is importance in the society. Administration should make policies to consciously create a society where races are mixed, there will be at times special opportunities created even if they are truly not meritocratic but are required to pull up a section of society. This is critical because same people were never given an opportunity to come and participate in the functioning of society, economy and administration.
