large number of medical faculties that were reluctant to use an EHR system, government official
realized that they made need to make it a law and to penalize medical facilities that where non-
compliant in order to get patients health records converted to EHR [Ste09]. When the EHR
system was first introduces I don’t think they knew this would end up creating and entirely new
market for healthcare information technology.
