- elects candidates for offices (may include presidential, congressional, and local) Frontloading Primary Elections – Iowa Caucus & New Hampshire Primary o states who have their primary elections first will have the most impact on other states other states will see who won the first primary -> gives the winning candidate momentum -> gives that state’s voters double the power o as a result, many states want to have their primaries early on o Iowa and New Hampshire have secured their positions as the earliest primaries o other states have also “front-loaded” o too early isn’t good : it doesn’t give candidates enough time to learn about the candidates! Congressional Incumbency Advantage & reasons for it – o incumbents tend to win congressional elections (more than 90% are reelected each year) o reasons congressmen can give proof of how they are actively helpding their ppl take advantage of retrospective voting - show their accomplishments in public projects such as bridges, roads… have a recognizable name (ppl are more likely to have heard of their congressperson rather than a random opposing candidate) franked mail - incumbent congressmen have the advantage of sending out free mail (all the things that the congressman has done for the people during his/her time) have better funding (during their time as a congressperson they make connections and build up funding) Soft Money Vs. Hard Money o (see ROLE OF MONEY)
