I would take a look at the data from the past 10 years since the last
teacher raise in Oklahoma and visualize the year to year trend of fewer
and fewer teachers. I would also take a look at random locations (small,
medium, large cities) across the state and see how the salaries compare
and how they relate to the cost of living in those areas.
Develop a set of hypothesis (null and alternative) from your
identified variables that address your research question.
Null hypothesis: Teachers will continue to receive the same compensation
and the shortage of qualified teachers will continue to grow larger.

Alternative hypothesis: Teachers in Oklahoma will receive a raise and
more qualified teachers will be willing to teach in Oklahoma.
