Hard Law Soft Law TAN’s - A set of individuals and non gov’t organizations acting in pursuit of a normative objective - Create and enforce norms - Naming and shaming: If a country goes against a norm, TAN’s would publicize it in an effort to change their stance and/or behavior - Boomerang Model: transnational linkages are activated by state to take pressure off of one state and put it on to their own government - Endorsers and Monitors: TAN’s support the countries that are in resonance with what they believe (essentially give them a “shout out”). They provide information to the countries that behave consistently with norms.
