4.Enable GCSPF constituents at the country level to undertake context-specific research to support improved coordination and more effectiveengagement in policy making processes around social protection, share findingsand materials with the GCSPF’s global network, and participate in researchundertaken by the implementing partners (ILO, UNICEF and GCSPF) to learn andshare lessons relevant to the GCSPF’s evidence-based advocacy at the global,regional and national level.Engagement with ILO, UNICEF and the EC DelegationsThe GCSPF will collaborate closely with all implementing partners, in particularthe ILO, UNICEF and the EU Delegations. We firmly believe that much can begained from this unique set up as it combines the institutional, normative andtechnical capacities of ILO, UNICEF and the EU with the specific expertise of theGCSPF constituents in reaching out, mobilising and empowering people andcommunities who often remain excluded from policy processes. Therefore, theGCSPF sees a lot of potential in this joint cooperation, in particular for thedevelopment of opportunities for structural engagement of GCSPF constituents(civil society and trade unions) in policy making processes and in research.At the global level, the GCSPF will be represented in the Action’s SteeringCommittee. At the national level, the GCSPF will plead for a representation of thenational constituents in a national steering committee as well, alongside ILO,UNICEF and EC Delegation staff. While the country-specific work plans are beingdeveloped, it might be good to put in place such national steering committeeswhere the implementing partners meet periodically to discuss theimplementation of the work plans.Joint inception workshopsWhere the ILO and UNICEF organize national inception workshops in the differentcountries to develop the country-specific work plans, representatives of theGCSPF and the national constituents will take part in these national workshops tobe able to contribute towards the overall workplans and develop relationshipsbetween the various implementers and stakeholders.Engagement among members of the GCSPF and with other nationalstakeholdersAn important added value of the GCSPF in this Action Programme is to fostercloser cooperation between the different civil society and trade union2019Page 91 of 117Improving synergies between social protection and Public Finance Management
