aggravated by the abrupt influx of news and media that focused on popular rock stars indulging themselves with this drug. Many members of the popular culture became linked with heroin abuse resulting to a member’s admitted use, overdose, arrest or rehabilitation – Nirvana, Smashing Pumpkins and Red Hot Chilli Peppers are some examples. Probably the most problematic during this time was the increased drug use among the youth. Several studies and surveys conducted during this time showed significant rise in the number of youth ranging from 8thgraders to high school seniors who use drugs. Some examples of such studies are Monitoring the Futurestudy conducted by the University of Michigan, national surveys conducted by Centers for Disease Control (CDC) and Department of Health and Human Services (DHHS), and regionalsurveys pertaining to adolescent drug abuse (Husak, 2006). All these advocated one and the same thing: drugs bring about negative effects not only to the user but even to society as a whole. In order to resolve this alarming problem, the government would implement policies ranging from mandatory treatment for all drug-involved offenders to substantial funding for anti-drugs campaign
DRUG LEGALIZATION: WHAT EVERYONE NEEDS TO KNOW4in the media to legalizing drugs of abuse (Inciardi, 1999). Within this context, this research shall focus on the last campaign mentioned – legalizing drugs of abuse.THESIS STATEMENTThis main objective of this study is to determine the effects of legalization of drugs specifically inthe Philippine setting. The proponent advocates the assertion that legalizing drugs would lessen the number of people prone to drug abuse. Drug legalization, which is the main focus of the research has many aspects to it. Should all drugs be legalized or just some of it? If yes, then what would be the basis for legalizing drugs? Should everyone who wants to do drugs be allowed to do them or only those with medical need for it? Should selling it be legal? If so, what would be the effects and implications of it to society? The research aims to possibly identify the causes and effects of drug abuse – in terms of biology, psychology, sociology and situational variables. The research shall provide a detailed examination and analysis of current drug laws in the Philippines – penalties for those guilty of partaking in the illegal drug industry and its effectiveness in treating those caught using drugs. The correlation between drug abuse and crime will be scrutinized in the research. Studies, surveys and interviews about drugs conducted to high school students, prison inmates and substance abusers all conclude one thing: there is strong direct correlation between drugs and crime (Walters, 2014). Does strong correlation between these two also imply causation? Justification between the causation or, as some would imply, causation of these two will be questioned and evaluated. Finally, this research seeks to propose a better treatment to mitigate the negative effects of drug abuse and ultimately, lessen the number of substance abusers.
