Thehighproportionofgovernmentbusinessesmadeitlikelythatmoreofthiskindofshadyanticswouldbeseenasofficialcorruption ratherthansimplyunsavorycapitalism.Thegovernment’s economicrolealsoproducedthethirdsortofcorruption,akindofsemi-benignversionofthesecond.Thepolicyofreducingbut noteliminatingdetailed centraleconomicplanningcreatedavarietyofimbalances.Vitalgoodsmightbeinshortsupplyinoneregionwhileanotherhad anexcess,buteitherdocumentsorcashforanytransactionwaslacking.Anumberofbusinessmenmovedintothebreechasblackmarketdealmakers,fixerswhohelpedovercomethecontradictionofthesystem.Theymightorganizeabarterarrangementwhichlinkedthreeregionseachwithtoomuchofsomethinganotherwanted.Theymightarrange thesaleofagood atapricetripletheofficialone,withonlythecontrolled pricereported.Thoughpeopleresentedthefortunesmadeinthis•way,thiswasnotthe sortof corruptiononwhichtheyfocused.Theydid,however,tendtoseethewholemercantilepracticeofbuyingcheap andsellingdearasshadyinmuchthesameway.OneoftheproblemstheprotestmovementmighthavefacedhaditnotbeencrushedwastodevelopananalysisofChina’scurrentsituationwhichwouldlinkthedemocraticconcernsofstudentstothemorenarrowlyeconomiconesofotherpeople.Itisnotobviousthatdemocracybyitselfwilllessencorruption,thoughthe studenthadfaiththatitwould.Itisnotobviouseither,thatademocratictransitioninChinacouldbemanagedwithoutseriouseconomicproblems--anissuethestudentleadershadnot reallyaddressed.LIMITSANDWEAKNESSESAsexhilaratingandunexpectedasthesuccessofthestudentprotestmovementwas,itisimportanttorecognizesomeoftheissueswhichwereinadequatelyfaced andproblemswhichremainedunsolved.Thefirstandmostimportantwassimplythatthiswasamovementofurbanpeoplewithalmostno resonanceinorconnectionstothecountryside.ThisisnottosaythatChina’sruralpopulationiswithoutgrievancesoruncriticallysupportiveofallgovernmentpolicy.Itisnot.55
Butwordofthisprotestspreadinthecountryside muchlessextensivelythaninthecities, andprimarilythroughofficialgovernmentmedia.Itisstillthecasethatfewpeasantchildrengotouniversities,andsotheinformalcommunicationsnetworkwhichspreadunofficialand‘insider’viewsoftheprotestdidnotworkeffectivelyinruralareas.Linksbetweenstudentsandpeasantsalsowereinhibitedbyclassbias.StudentsintheApril27thmarchshoutedto soldiers:“Farmersgohome;youhavenobusinesshere.’FarmersinChinaaselsewherehavesuspicionsabout“cityslickers.”Moreover,someofthecomplaintsandinterestsofurbanandruralpopulationspittedthematleastsuperficiallyagainsteachotherasconsumersvs.producers.Higherfoodprices(evenintheformofanendtothescrippaymentsbywhichpeasantswereforcedtoloanmoneytothegovernment)wouldhavefurtheredtheinflationwhichworriedurbanfolks.
