4 AUSTRALIAN SOCIAL POLICY EFFECT ON PEOPLE WITH DISABILITIES Extensive research has been conducted on homelessness among people with disabilities in Australia. According to (Wiesel, 2015), the results of these pieces of research have illustrated that close to thirty-six percent of households that are affected by disability utilize more than thirty percent of their gross income to pay for housing compared to the twenty-six percent of total income that families with no disability spend on a similar expense. After spending a considerable chunk of their income on rent, the ability of people with disability to afford other basic needs like clothing, education, and food are mostly minimal. The affordability of housing in Australia has been an issue of great concern among vulnerable groups, such as those living with a disability. Also, still in the subject of the house, most of the homes in Australia are not easily accessible to people living with a disability. Therefore, these groups of people live in homes with narrow doors, steps, hallways, and most of them are located far away from accessible public transport. People living with disabilities in Australia have been significantly affected by the lack of homes. People who are homeless are exposed to conditions such as mental illnesses. According to (Harvey et al., 2016), such terms keep them isolated from other groups in society and escalate further their homelessness. Disabilities like mental health illnesses are some of the most common causes of homelessness. According to (Parmenter, 1999), homeless people with a disability tend to have various needs that require advanced support services and accommodations. These needs are not being met appropriately by the present policies that exist in Australia. There is a massive shortage of affordable and proper housing for persons with disabilities in the country. This has forced many people with disabilities to live in boarded houses and homeless shelters. Most of these shelters that people with disabilities live under are inappropriate and inadequate when the fact that they have limitations is considered. Therefore, there is a need to set up housing

5 AUSTRALIAN SOCIAL POLICY EFFECT ON PEOPLE WITH DISABILITIES conditions that match the needs of these people. Lack of housing among people with disabilities is a significant obstacle to the initiation of successful rehabilitation programs that aim to facilitate the recovery of people with mental and physical disabilities (Harvey et al., 2016). When addressing issues on housing, some categories of disabilities have been ignored or left behind. People with non-psychiatric disabilities have not been recognized to be among the homeless populations. There has been an overrepresentation of patients with psychiatric problems among homeless people. There is a need for the policies to be enforced equally among all homeless people despite the origin, nature, and extent of their disability.
