ICS The ICS (Incident Command System) is essentially the succession of who is in charge and the progression of who reports to who. The Incident Commander or the Emergency Manager is usually located at the top (with the Mayor being up at the top). Following the Emergency Manager is the Command Staff or Public Safety Official (county manager). Under the Command Staff are the sections that really provide the aid. The Operations section is the section that is directing those as to where they need to go. The planning section is the section that collects the incident information to better assess what needs to happen next as far as help or materials. The finance/administration section is that group that is steadily watching the figures and tracking costs of everything and keeping personnel records up to date and on file. The logistics section is the final section and they are there to provide the resources; think police, fire, EMS and outside agencies here. Emergency Operations Center: Why? An Emergency Operations Center is extremely important; this will act as a HUB for all of those involved in the Emergency Planning for the town of Erwin. This gives everyone a centralized, localized place to gather and to discuss the emergency plan; the community partners can meet to discuss the threats and possible disasters facing Erwin at any time and it will be a ‘safe place’ for those to discuss any grievances or disagreements they have with the current Emergency Plan. in the event of a disaster/emergency/hazard, there is no question as to where everyone will come together to support. This Emergency Operations Center will also be where all communications will run through so there is little to no chance of an error occurring as to where help is needed most. Our Small Businesses Lastly, small businesses are the backbone of how Erwin stays out of debt on the daily. Our small businesses help to run this town and we want to make sure they stay standing as long as possible with our help. To make sure businesses have what they need, we should be maintaining quarterly check-ins with them to make sure everything with their business is up to date. As Emergency Manager, I want to make sure that all of their demographic information such as phone numbers, addresses, current manager and etc. are up to date and valid. I want to be able to contact them in the event of an emergency so that we can provide aid if needed. The quarterly check-ins can be done via email, in person or over the phone. I will just want to check in to make sure they are doing ok and that the community is providing them with what they needed. We also need to make sure they are always up-to-date on the current Emergency Plan we have in place and we let them know where they are in the ICS. Conclusion Overall, Erwin NC has an excellent Emergency Plan in place and this presentation should give a little more insight as to how things work and where we are as a town. We are a very small, tight-knit community who prides ourselves on being able to come together in a time of need and working together for the greater good.
