Youngsters and 50s’ workers are  not generally  substituted.  (eg: 2005, OECD and EU tried to solve  the youth unemployment by reducing the retirement  ages however it enhanced national pension fund, so  they returned it.)

Conclusion CEO and labor world have to  share the burden  together.  For example, KODIT guaranteed the  retirement age to 58 instead of decreasing wage rate  since 55. First year, workers got 75%. Second year,  they got 55%. Third year, they got 35%. The  government has to mediate the percentage of  decreasing rate. As far as our group is concerned,  First year, they got 80%. Second year, they got 65%.  Third year, they got 50%. As time goes by, the  percent should be increased.
