The Federal Emergency Management Agency was also actively involved in the recovery process. The agency provided individual assistance to the homeowners and renters especially those with uninsured and unmet needs in order to help start the recovery process. The agency runs the Individual and Household program which helped to coordinate these operations in all the areas affected by the fire incidents. Another FEMA strategy was through the DSA (Disaster Survivor Assistance) with several staff members in the field who were registered survivors and made referrals to other community partners. During the disaster period most of the community opened recovery centres and hence DSA helped survivors register for assistance from these centres. The federal government (FEMA) also intervened to the recovery process through the Small Business Administration (SBA) strategies. This is a strategy involving long-term provision of money for rebuilding private properties which are damaged by a disaster. The initiative was based on funding repairs or rebuilding efforts covering the cost of the damage. The strategy also involved provision of loans to business, homeowners and renters at very low rates. Specifically SBA provided loans of up to $2M to the business, $200000 to the homeowners and $40000 to the renters to facilitate replacement of personal items (FEMA, 2018, November 17) . SBA usually dispatch personnel in the already established recovery centres but it established a Business Recovery Centre that focused on the unique needs of business community. The SBA also helped to strengthen the collective recovery team. SBA was also committed in providing economic injury disaster loans to allow business to meet their financial obligation which they would otherwise not meet based on the outcome of the disaster. The federal partners and FEMA also helped the California community to recovery through mission assignments for specialized resources. The Department of Defense (DOD) and the Environment Protection Agency (EPA) were the key partners who provided support to the delivery of key services necessary for full recovery. EPA on the other hand helped in collecting the hazardous waste from the household in the affected communities to control threats. The FEMA Public Assistance Program enhanced the reimbursement of local and state agencies in order to complete recovery efforts such as construction of the destroyed infrastructure. Lessons Learned from the 2018 California Wildfire incident There are several lessons for different groups from the 2018 California wildfire incident. The lessons learned from the incident are from different perspectives including firefighters estranged in the horrific fires and the incident management teams.
