The organization's procedures can be measured by the level of improvement of internal processes. Secondly, the performance measurement and measurement system must meet the needs of different interest groups, mainly including the following 3 groups: o Funding unit (state, taxpayer). o People using public services. o Professional service delivery groups have relevant interests within the organization. 3
