• The New public administration has been criticized on the grounds of anti- positivist, anti-theoretic and anti-management. It is anti- positivist because it rejects the definition of Public administration as ‘value-free’. • The New public administration has some radical content and ethical or moral purposes. But these cannot be successfully implemented if there is no legislative and political will to implement them. Its ethical objectives cannot be attained, if the bureaucracy does not commit itself to the beneficial social purpose visualized by it. Further, there is lack of skills and technologies to implement what New public administration visualizes. • There is another criticism that ‘administrative equity‘, in the New Public Administration, has given way to ‘political equity’. Critics has pointed out that the advocates of New public administration are trying to arrogate to themselves what falls within the domain of political institutions and processes. One, therefore, suspects that the advocates of New public administration are trying to put political theory back into Public administration. Page of 39 52
Significance of New Public Administration • The New public administration has effectively broken fresh ground and imparted new substance to the discipline of Public administration. • The advocates of New public administration have taken the first steps in confronting the idea of ethical behaviour in the administrative state at the right time. • New public administration has enlarged the perspective of Public administration by linking it to society and societal problems. Its criticism of the discipline of Public administration from the stand point of social consciousness as well as from the methodological and epistemological perspective is an important benefit. • The New public administration places emphasis on innovation and change and therefore, it is dynamic. • Through their strong emphasis on social equity and citizens’ participation in decision making, the supporters of New public administration have greatly stressed the need for reorientation of theory and practice of traditional public administration. In summary, New public administration showcases a deeper concern for relevant societal problems. It stresses ethics and values, innovation and social equality. It lays emphasis on human relations, a creative approach to administration and social change. The study of formal organization, its structures and processes is of secondary importance to the new theorists. The most important need of the time is to be responsive to the contemporary social and political issues and problems with a view to finding ways and means for their solution. And to have organizational changes to suit the changing times.
