Atlanta Compromise Speech delivered by Booker T Washington in 1895 in which he laid out a policy of accommodation saying that blacks should focus on self-development and the economic development of the south because the access to vote, and equality would come almost automatically if they did so. Munn v. Illinois First of the granger cases in 1877 in which the supreme court upheld state laws regulating railroads and grain elevators on the basis of the social contract theory that business must act in the interest of the public. Literacy Test A test which required citizens to read and interpret parts of the state constitution in order to register to vote. These tests were used to disenfranchise blacks. Interstate Commerce Commission (ICC) Regulatory commission by the Interstate Commerce Act of 1887 which had the power to investigate and prosecute railroad corporations that charged unfair rates or engaged in illegal practices. This was passed in response to the publics opinion that the granger laws were unconstitutional.
