5. Provide a mechanism to ensure system operators are provided the education and training necessary to obtain the essential knowledge and skills and are therefore qualified to operate the BES. 6. Provide reliability readiness evaluation and improvement, and formation of sector forums if necessary for reliability. 7. Develop a reliability assessment and performance analysis program that conducts reviews and assessments of the overall reliability of the interconnected BPS, including: a. Review, assess, and report on the overall electric generation and transmission reliability (adequacy and operating reliability) of the interconnected BPSs, both existing and as planned. b. Assess and report on the key issues, risks, and uncertainties that affect or have the potential to affect the reliability of existing and future electric supply and transmission. c. Review, analyze, and report on Regional Entity self-assessments of electric supply and bulk power transmission reliability, including reliability issues of specific regional concern. d. Identify, analyze, and project trends in electric customer demand, supply, and transmission and their impacts on BPS reliability. e. Investigate, assess, and report on the potential impacts of new and evolving electricity market practices, new or proposed regulatory procedures, and new or proposed legislation (e.g. environmental requirements) on the adequacy and operating reliability of the BPSs. 8. Provide leadership, coordination, technical expertise, and assistance to the industry in responding to a major event. 9. Provide the education and training necessary for BPS personnel and regulators to obtain the essential knowledge necessary to understand and operate the BES. 10. Through the use of appropriate functional entities and available tools, monitor present conditions on the BPS and provide leadership coordination, technical expertise, and assistance to the industry in responding to events as necessary. 11. Coordinate electric industry activities to promote Critical Infrastructure protection of the BPS in North America by taking a leadership role in Critical Infrastructure protection of the electricity sector so as to reduce vulnerability and improve mitigation and protection of the electricity sector’s Critical Infrastructure.
