Shift 2- Power went from the individuals to the territorial state and people Sovereignty is of the people The only way to sovereignty for most of history was defendability Raw power Exception is if they have an ally Serbia had Russia as a very strong ally that recognized them as a state Shift 3- Defendability to recognition To become a sovereign state today, you have to get a resolution passed through the United Nations Grenada, Palau, Vatican City UN permanent security council- Permanent countries (US, UK, China, Russia, and France) Every resolution must pass through this group of 5 and every member has veto power Taiwan- China considers it a part of them Kosovo- Russia is allied with Serbia and vetoes Texas- US would veto Sovereignty Stopper: Genocide Genocide- the deliberate and systematic destruction of a specific ethnic, racial, religious or national groups of human beings Shift 3 came about because of international institutions because of the states constantly at war WWI, WWII Formed the League of Nations after WWI Didn’t work since many states did not want to relinquish any of their power WWII and it’s more deadly weapons brought about the United Nations The premier international institution of our time Where sovereign states can get together to talk before conflict arises All sovereign states in the UN recognize the rest of the sovereign states Unless someone violates the sovereignty of someone else Saddam Hussein invaded Kuwait in 1991 Violated sovereignty UN established world rules on the conduct of states and their leaders human rights, war crimes, crimes against humanity, crimes of aggression, and genocide Agreed upon after the horrifying acts throughout the 20th century

Holocaust, Japanese crimes against humanity (biological warfare, torture, targeting civilian population in China, Vietnam, Philippines) Put in the 1945 UN creation charter Genocide was strengthened by UN who put into law that an act of genocide would force them to intervene This Genocide law throws state sovereignty into great question, states can no longer do whatever they want Actions of the US shaped modern sovereignty 1994 Rwanda genocide- defined as random acts of a genocide 1995 Civil war of Yugoslavia- genocide conducted in Bosnia, intervened by the US and UN 1999 Bombing of Serbia- US and UN acted to stop Serbian president Slobodan Milosevic from conducting genocide in Kosovo Invasions of Iraq and Afghanistan- protecting the Kurds Modern Day Sovereignty Issues Likely New States Palestine, Greenland Possibly future states Scotland, Quebec Violently trying to be a state Chechenia (Russia), Basque (Spain), Transnestria (Moldova), Kurdistan Can never be states Taiwan, Kosovo (Serbia/ Russia, Spain, China, - Independence 2008), South Ossetia/Azbkhazia (Georgia - 2008 Russia/Georgia War) China is the #1 fan of sovereignty
