DISCUSSANTS Guido Bertucci Mr. Guido Bertucci is the Director of the Division for Public Administration and Development Management at UNDESA. He has served the United Nations in a number of capacities for twenty five years in the area of human resources, financial management and administration. He has a distinguished career in academia, having served in the capacity of Associate Professor at the Catholic University of Milan & New York University. Shabbir Cheema Mr. G. Shabbir Cheema is the Principal Adviser on Governance at DPADM – DESA and a Visiting Fellow at Harvard University. Prior experiences include a stint at UNCRD and professorial roles at Universiti Sains Malaysia,

Mr. Cheema holds a Ph.D. in politi- cal science from the University of Hawaii and has authored and edited sev- eral books and journal articles on governance and public administration. Julio D’Arcy Mr. Julio D’Arcy served as an Interregional Advisor for SGMB – DPADM. He has served the Department of Technical Cooperation for Development (UN-DTCD) in various capacities including Chief Technical Advisor (El Salvador) & Project Expert (Nicaragua and Chile). He was a Professor of Microeconomic Theory at the University of the North (Chile) and received his M.A. in Economics from the University of Chicago. Jacinto De Vera Mr. Jacinto de Vera is Chief, Policy Analysis and Coordination Unit, Socio- Economic Governance and Management Branch of the Division for Public Administration and Development Management, UNDESA. His responsi- bilities include the formulation, development, planning and monitoring of the Branch work programme. He also heads the thematic group on civic engagement primarily on policy development, service delivery and public accountability. Mr. de Vera’s expertise in development include the areas of foreign direct investments and transnational corporations, international taxation, aid flow for MDG implementation, trade and development. He was formerly the Secretary of the United Nations Committee of Experts on Public Administration. Olympios Katsiaouni Mr. Olympios Katsiaouni currently serves as Interregional Advisor for SGMB – DPADM. Prior experiences include Advisor on Macroeconomic Management and Sustainable Development (UN), Senior Economist (UN- Gambia), Development Economist (World Bank – Uganda), Economic Advisor (Ministry of Planning - Saudi Arabia). He is an experienced lecturer and received his Ph.D. in Economics from Cambridge University. Adil Khan Mr. M. Adil Khan joined UNDESA in 2002 as the Chief, Socio-Economic Governance and Management Branch in 2002. He is responsible for leading a multi-disciplinary contributing to the normative, analytical and capacity building work of the United Nations, relating to participatory governance, pro-poor public policy processes, MDG oriented public sector reform and restructuring, citizen-based accountability initiatives and championing from Contributors 1²1
