o the schools use Famines media products as educational resources in a context of scarcity o Femina thus meets the need for service provision but at the same time goes further by employing a deliberate youth-centered discursive strategy Strategies of participation and sensitive representation o ways and means of participatory content creation adopted by Femina are varied o they must deal with the dilemma of representing a mass constituency while singling out some who have a more significant say o one approach to the dilemma is the election of a Youth Advisory Board o other ways of ensuring at least some systematic feedback if not participation in content is through letters, emails and now SMS o there is a large shift from letters to SMS responses Beyond linearity and the logics of mobilization and aggregation o Femina has undergone a transition from a health information project to a civil society-driven media platform o it also has aspirations to articulate a social movement among the youth of Tanzania o enhancing civic engagement is at the core of Feminas strategy o Dagnino calls this confluence of discourses perverse - he questions what we might describe as the authenticity of civic engagement o in analyzing how Femina operates she found that the organization is successful at moving beyond linear perceptions of communication for development and social change o Femina is very much in sync with cutting edge discussions on how to conceive strategize about and evaluate communication for development interventions o it is conscious of and conceptually coherent with a series of indicators currently advocated for evaluating communication for development iniatitives, being participatory and holistic, recognizing the complexity and contradictions in change process etc. o Femina manages to construct opportunities for youths engagement in a civil society sphericule which complies well with the tripartite understanding of civic engagement o Feminas approach combines opportunities for public speech and social action based on knowledge and understanding articulated through its communication based indicatives o
