CLLOll Performance Based Logistics Lesson O - Module Introduction and Overview Table of Contents Course Background PBL has been the preferred sustainment strateg y since the 2001 Quadrennial Defense Re view ( QDR ) stating , " DoD will implement PBL to compress the supply chain and improve readiness for major weapons sy stems and commodities." Since then , it has been both DoD policy and a strategic priority to increase the use of performance based arrangements to deliv er product support solutions that satisfy W arfighter requirements.
