In the declaration of jihad that was given by Osama Bin Laden was given in August of 1996 many years before the September 11 th attacks. So, this just shows that terrorism has started many years before the attacks and was already in progress and in the minds of many. In this declaration Bin Laden talks about protecting the holy lands and doing whatever is necessary to do so. One statement that is mentions is the reminding of Muslims not to be engaged in an internal war among themselves, and then goes into the grieve consequences if there is engagements, these consequences being consumptions of Muslin resources, financial resources, country infrastructure, dissociation of society and destruction of oil industries and blaming the USA Crusaders for this happening and the largest threat (Laden, 1996). By this declaration the enemy combatants are mentioned and identified as the crusaders, but there is no mention as non- combatants. Because of the lack of mentioning non-combatants, even though it is clear that American is the enemy, but all Americans are not considered the crusaders, as the military forces will be the crusaders as mentioned and American civilians would not be. So, on those grounds al-Qaeda is not justified for targeting innocent American civilians for their just cause.
