2. Low levels of education attainment, low per capita income, location in South and high rate of poverty. The reason why voter turnout is so low is because compared to other states Texas income levels are lower, age distribution is younger and levels of educational achievement are below average. Political parties and labor unions are weak, have many immigrants that are less likely as a group to register to vote and gain residency, and neither political party has campaigned heavily in Texas because no competition (battleground state). There are so many elections in Texas and so many candidates for office that voters are simply overloaded with elections and candidates. Texas was part of the Confederacy, in his levels of participation is consistent with lower levels of voting in the south. Individuals participate in smaller numbers
