Emergency Support Functions: Communications The community as a whole is affected by a hazard or a disaster and a lot of the time transportation and communication are the first to be destroyed and are the first ones that need to be restored. The communications element has many components and capabilities within. The core capability of communications is within operational communications. FEMA lists that within the operational communications capability, the communications function coordinates with various agencies and partners (state and federal) to ensure that there is communication between the emergency response teams and the community to advise what the status of the incident is, and if radio communication has been destroyed, to communicate when the expected time for it to be restored is. The communications team is also there to provide continued support for ongoing activities, and to help with the basic needs of the community like transporting people with disabilities who need to get to the hospital, delivering medicine, food and water to those who are unable to get to the store during a hazard and to help the communication transition after a disaster back to a state of normalcy.
