Preceding the project is the Local Climate Adaptive Living (LoCAL) phase II, which aims to demonstrate the comparative advantage of local governments in managing climate change finance for improving climate change resilience at the local community level. It supersedes the LoCAL phase I (2014-2016), which had the objective of ensuring that local governments can respond to the increasing impact of climate change with sufficient consideration for the operation and maintenance of the infrastructure, promote robust, transparent and accountable local public expenditure management systems, and support strengthening of the overall fiscal transfer system to attract further financial support for local-level infrastructure and services. 6 It was implemented in two upazilas of drought-prone Rajshahi District and one union Parishad of salinity prone coastal District of Patuakhali. Consequently, UNCDF signed LoCAL phase II with UNDP to be implemented by the Local Government Division. UNDAF Output 2.2: National and subnational institutions’ and private sector’s capacities enhanced in planning and implementation of disaster risk reduction, responding to natural disasters and adaptation to climatic change. 2.2 Purpose 6. LoGIC project seeks to ensure complementarities and synergies with other initiatives specifically: 1) EU funded Local Governance and Decentralization Programme for Union Parishads and Upazila Parishads; 2) the EU/GCCA+ supported LoCAL pilot project channelling funds to Local Governments; and 3) the CDMP I and II (LDRRF) experience on securing financial resources for climate change adaptation at the community level. 7. In preparation to the channelling and scaling up of climate change funding to the local level this strategic results framework was formulated.
