For a project that was very expensive and public such as the Big Dig, the external factors play a big role in their influence on the project. As Greiman mentioned in her book about the Big Dig some of the cost external factors that influenced the project were: Regulatory and political changes, community concerns, market forces, inflation and unforeseen events and the best way to control them would be to anticipate and incorporate them in the estimate. Also, the potential of the schedule delays should be built into the project construction contingency and inflation cost estimate. (V. Greiman 2013) Develop fully integrated cost and resource project schedules to provide greater understanding to managers and/or the public in tracking and managing the whole project. (Greiman 2013). Q3- Using your readings, lecture materials and outside literature discuss three performance measurements you would recommend for a major project like the Big Dig and how you would (1) monitor; (2) control; and (3) enforce these measurements.
