o Repaid the Labour party for their support o In 1909 sent the number 2 person in the cabinet ( David Lloyd George ) o Lloyd George laid out the peoples budget that proposed the creation of a social security system To pay for it higher inheritance tax and graduated income tax This hit the wealthy significantly It passed because the Lib-Labs had the majority in the commons but when it got to the house of Lords it was rejected o This caused a huge crisis o The lib-labs proposed the 4 th reform bill proposed in 1910 Put in writing the tradition that the house of lords has to power over the budget once the house of commons passes the budget it is done For any other kind of legislation if the house of commons passes a bill 3 successive years it becomes law automatically house of lords can only block the bill twice This pretty much stripped the power from the house of lords It passed the house of commons but the house of lords rejected it o Edward has died and his son George V has become king o George is inexperienced and turns to his prime minister Asquith tells
