The progress consists of addressing any changes in the hazards the city faces, whether or not the goals set and corresponding actions meet or exceed expectations, and whether or not the implementation of their mitigation actions produced the desired outcomes. Keeping track of this kind of information is necessary to review and update the towns mitigation efforts. For example, if the town of Hesperia no longer had any exposure to a flood hazard and this change was not noted, then the overall effectiveness of the overall mitigation plan would be ineffective. Keeping track of positive and negative outcomes is crucial. If a hazard no longer poses a threat, it needs to be brought up when reports are due or during meetings. The whole plan would need to be changed simply because of one change. For the example of a hazard’s absence, the section that addressed said hazard would need to be removed. Since the hazard’s mitigation plan was removed, resources allotted for that hazard would need to be reassigned to other hazard plans if possible. Benchmark – Implementation Plan City of Hesperia Emergency Hazard Mitigation Plan Executive Summary The city of Hesperia, CA has developed a hazard mitigation plan that has been in effect since 2017. This plan includes a complete risk assessment of both natural and man-made hazards in order to develop mitigation strategies to reduce any and all identified risks. The 2017 Hazard Mitigation Plan and the Planning Committee have been chosen to represent the city and its community members in order to provide a plan of action. By recognizing the risks and creating a plan of action will aid in the process of reducing and/or eliminating risks thus creating a safer community overall. This plan also serves as a how-to guide for those who make the big decisions for the city of Hesperia as they pledge financial responsibility and any required resources to reduce the damage cause due to hazards towards the people and infrastructure of the city of Hesperia. Community Profile The city of Hesperia is a town which resides within the County of San Bernardino. This town is located in an area known as the High Desert and/or the Inland Empire. This city has a population that is primarily Hispanic with about 56.6% of the total population. The economy of Hesperia employs about 33,200 people with Retail Trade being the largest industry. The average median household income is about $50,000 with about one fifth of the population living in poverty levels. The city sits at an elevation of 3,250 feet above sea level with a total land area of approximately 100 square miles. Being a city within the desert presents lots of dry vegetation
