The ideal combination of a more progressive tax system with an ecological tax reform should be studied so that the resulting policy is both socially just and ecologically sustainable. Not much has been done yet regarding job guar- antee schemes in Europe . Research is needed in the simulation for the EU, since the most relevant studies have been done in the US by Philip Harvey, or in Aus- tralia by the Centre of Full Employment and Equity . Surely, the main challenge for such a policy – which has yet to be applied – is to determine the capacity of the public administration to manage such a scheme. It seems likely that the small (such as small states or re- gions) and efficient public administrations will be more successful in the hypothetical implementation of a job guarantee scheme. From the point of view of income ceilings, quanti- tative research should address what effects this could have in terms of the displacement of pro- ductive activities into other European areas (unless a coherent directive for income ceiling can be set at the EU level). Finally, research that is able to integrate at least two or three proposals should be advanced . In par- ticular, this includes modelling a very progressive tax system (with income ceiling) together with the imple- mentation of a job guarantee or a basic income strategy.

A wealth of possibilities: Alternatives to growth 19 3. Tax collection In most countries, taxation of both citizens and private corporations is the primary source of state revenue. Other revenue sources for nation states include state- owned enterprises, printing money, interests, invest- ments, and loans from banks and other institutions such as the World Bank and the International Mone- tary Fund. Therefore, a state’s economic management should not be limited only to tax collection. However, although relevant, a broader treatment of public poli- cies for state revenue from a post-growth perspective is beyond the scope of this study. In the shift towards a post-growth economy, taxation will be very important as, in many cases, it can be con- sidered as an alternative to tariffs, penalties or even subsidies. By taxing certain economic activities, gov- ernments can have some control over both desirable and undesirable industries. In addition, since taxation is a key monetary resource for governments, it also helps to fund public servic- es that are designed to redistribute wealth. As Piket- ty (2014) has recently shown in his best-selling book Capital in the twenty-first century , taxation of those with higher income is, and historically has been, the prima- ry mechanism governments have at their disposal to address inequalities.
