During a response, there needs to be a plan and communication in place for those areas that are going to house those that are evacuated. It needs to be communicated that the shelters in place are equipped to handle those they are receiving; i.e. a shelter housing the disabled needs to make sure there are handicapped walkways and the physical ability to get those into the buildings. Recovery During the recovery phase, social vulnerability is not as imperative as hopefully with a successful Emergency Plan, during the mitigation and the response phase, those areas that are highest on the social vulnerability chain have already been tended to and are already 100% taken care of. However, during the recovery phase, there can be review done of the disaster that occurred to see where there were any holes or issues and what needs to be done next time to rectify and become more successful in the future.
