Another challenge is the nursing shortage. There have to be more nurses to hire to actually hire more nurses. Hospital executives and state governments are other challenges of the proposed policy. This is so because of the steep fiscal costs, and hospital administrations would no longer have the authority to make staffing decisions on their own floors. Set nurse-patient ratios in hospitals are impractical because of the inevitable ups and downs of hospital life (Tevington, 2011). Course of Action The nursing shortage challenge could be decreased with hiring bonuses to recruit experienced nurses, additional training for new nurse graduates, the use of agency nurses as appropriate, and an increase in nursing instructors. Steep financial costs are expected, but one must look at the big picture. Long-term successes of the proposed policy will affect the amount of money that the organization pays out in adverse effects and nursing turnover. Grants or financial help could be offered to implement the policy in organizations. To address the challenge of opposing organizations a meeting or meetings with the opposing organizations to listen to their suggestions for fixing the issue would be beneficial as well. Success of the Policy Brief Process successes are successes that happen at each stage of the policy process. The first process success would be when the legislator agrees to sponsor the proposed policy. The bill would then pass committee hearings; the rules committee would then place the bill on calendar

PUBLIC POLICY PROPOSAL 5 for second reading and debate before the entire assembly. The next success is the passing of the second reading and placement on the calendar for third reading and final passage. The bill is then passed by the first house and goes to through the entire procedure again in the other house. The next process success is when the bill is accepted by both houses and signed by the respective leaders and sent to the governor. Lastly, the governor signs the bill into law. Long-term successes are endless. Improved nurse satisfaction will result in less nurse turnover, saving the organization large amounts of money. Healthier nurses and a decrease in workplace injuries will result in less sick time, and workman's compensation paid out by the organization. Less adverse effects for patients include a decrease in the following: falls, hospital- acquired infections, failure to rescue, and mortality rates. Every long-term success will decrease the amount of money that organizations pay out (saving them money). In addition to less money paid out by organizations, news of the quality care provided to patients will travel fast and bring in new patients and revenue. Collaborating Organization, Summary of Expressed Interest, Goal Alignment, Approach & Collaboration At the local critical access hospital, Memorial Medical Center, I would contact the Chief Nursing Officer, Sally Zillman and the Director of Nursing, Linda Worden. Linda and Sally are in charge of nurse staffing among all other nursing aspects at Memorial Medical Center. I believe
