He speaks about the Free Will argument where yes there is a God, but because He created creatures of free will he cannot prevent evil. He, Plantina, first points out that there is no evidence of a contradiction between the existence of both God, that is all good and all powerful etc…, and evil. Since the world that God has created does have free will He cannot make humans do good deeds because that goes against the idea of a world with free will.
